PPROBLEM TO BE SOLVED: To promote spread of an electric vehicle, in a system related to emission trading using the electric vehicle. PSOLUTION: The emission allowance management system 1 relates to a COSB2/SBemission allowance operated by an electric power company, and includes the electric vehicles 2 and a management server 3. The electric vehicle 2 is owned by a user concluding a power use contract with the electric power company, and has a data recording device 21 mounted thereon. The data recording device 21 measures a travel distance of the electric vehicle 2, and transmits it to the management server. The management server 3 is installed in the electric power company, receives the travel distance of each electric vehicle 2 from the data recording device 21, calculates an emission price based on the travel distance, subtracts the emission price from an electric charge charged to the owner of the electric vehicle 2 by the electric power company, and integrates the emission price as the COSB2/SBemission allowance of the electric power company.
