Chinese Ministry Scrutinizes Overbuilt Industries

China's Ministry of Environmental Protection has launched a two-year review of projects in in-rndustrial sectors deemed to have overcapacity, an official said at a news conference Nov. 13. Zhu Xingxiang, director of the ministry's pollution prevention department, said local governments have mistaken "maintaining growth as meaning promoting investment," which has led to more pollution and poor implementation and supervision of environmental policies. The ministry will concentrate on environmental assessment of projects in the steel, cement, plate glass, chemical processing of coal, polysilicon, and wind power equipment sectors. The State Council issued a notice about overcapacity in these sectors in late September.
