French Ministries Argue for Single,EU-Wide Platform for Emissions Trading

A single European post-2012 platform for auctioning carbon dioxide emission allowances would maximize efficiency of auctions in Europe, ensure a uniform price signal, and minimize risks and costs for all participants, according to a report released Oct. 1 by the French ministries economy and of ecology. The "Report of the Working Group on the Modalities for the Sale and Auctioning of CO_2 Allowances" notes that a single platform is not favored by all member states, nor by the European Commission, but argues that "such a system would help the European Union act as a frontrunner with regard to the future development of carbon markets worldwide" (32 INER 5, 1/7/09).
