Both houses of France's Parliament July 23 voted overwhelmingly to pass into law the first installment of the country's ambitious environmental program, known as the Grenelle Environment process.rnMade up of 57 articles, Grenelle 1 includes provisions to lower France's greenhouse gas emissions 20 percent from 1990 levels, to boost the share of energy from renewable sources to 23 percent of consumption, and to improve energy efficiency of buildings by 38 percent- all by 2020.
