India's environment minister told visiting U.S. Secretary of State Hillary Clinton July 19 that India will not accept binding commitments to cut its emissions of greenhouse gases.rn"India's position is clear and categorical that we are simply not in a position to take any legally binding emissions reductions," Minister of State for Environment and Forests Jairam Ramesh said at a conference on climate change he and Clinton attended in Gurgaon, near New Delhi.
