Brazilian Project Would Foster Recycling Of 10 Million Refrigerators That Use Cfcs

The Environment, Mines and Energy, and Social Development ministries Feb. 4 presented President Luiz Inacio Lula da Silva with a proposal to finance the recycling of 10 million refrigerators that use chlorofluorocarbons (CFCs) during the next 10 years, an Environment Ministry spokeswoman told BNA Feb. 10. The recycling project, which the president is expected to approve, would be financed by a 0.5 percent federal tax on all electricity bills. It would provide below-market interest rates and easy credit terms for residential or industrial buyers of new refrigerators that use hydrofluorocarbons (HCFCs), a less toxic, interim alternative to CFCs. It would provide other, not-yet-disclosed financial incentives for new refrigerator buyers to recycle their CFC-fueled ones rather than sell them to third parties.
