EU environmental policy and legislation has failed to keep up with erosion of the continent's "natural capital," the European Environment Agency (EEA) said in a report released Nov. 30.rnAt the same time, the environmental progress that has been made risks being overtaken by "global megatrends" such as population growth, the impacts of climate change, and decreasing stocks of natural resources, according to The European Environment: State and Outlook 2010 report.rnThe State and Outlook report is a major environmental assessment carried out by EEA every five years.
