London Mayor Boris Johnson Jan. 18 outlined measures to improve the city's waste recycling rates, which he said are the lowest in England and compare poorly to those in other major international cities.rnIn his Draft Municipal Waste Management Strategy, London's Wasted Resource, Johnson said he wants the United Kingdom's capital to recycle at least 45 percent of its municipal waste by 2015, rising to 60 percent by 2031.rnThe strategy said 25 percent of London's waste was recycled in 2008-2009, lower than in comparable cities such as New York City (34 percent) and Berlin (41 percent).
