South China's Guangdong province and neighboring Hong Kong are discussing regional environmental initiatives that include controlling marine air pollution, though a full-scale emis- sion control area recognized by the International Maritime Organization is probably five to 10 years from being realized, experts said at a public forum here Nov. 12. Guangdong and the Hong Kong Special Administrative Region are accepting comments until Dec. 1 on a set of public consultation documents on "Building a Quality Living Area" in the Pearl River Delta region. Many of the initiatives involve environmental protection goals and better controls on air pollutants.
