Three of China's major municipal administrative regions—Tianjin, Shanghai, and Chongqing—have published 12th Five-Year Plans (2011-2015) indicating they will concentrate on low-carbon development, water quality, solid waste and wastewater treatment, forest coverage, and the concept of "livable" cities, according to BNA's review of the documents. Both Chongqing and Tianjin have been designated by the national government as pilot low-carbon development areas. Shanghai has incorporated similar low-carbon policies in its development document. The municipalities' environmental goals are similar to those in China's national 12th Five-Year Plan, which was approved by the National People's Congress at its annual meeting March 5-14 in Beijing (34 INER 292, 3/16/11).
