Canadian Government Vows to Ensure Foreign Access to Resources, Enact Polluter-Pays

Prime Minister Stephen Harper's administration plans to ensure foreign access to Canada's natural resources while strengthening environmental protections in the areas of pipelines and shipping, according to the government's agenda for the coming parliamentary session. The agenda was outlined in a so-called Speech from the Throne delivered Oct. 16 by Governor-General David Johnston in Canada's Senate. According to the speech, the government will work to ensure natural resource sectors remain open to foreign investment when it is market-oriented and in Canada's long-term interests.
