South Korea's one-year-old renewable portfolio standard (RPS) program is meeting headwinds from the revival of feed-in tariffs, which are gaining momentum as a more flexible solution to the country's renewable energy mandate, industry and government officials said May 21. The Seoul Metropolitan Government, which governs South Korea's capital city of 10.44 million people, has begun to roll out a municipal feed-in tariff (FIT) program in May, offering 50 won (about 4.5 cents) per kilowatt hour of electricity produced from solar energy. It is the first such local-government energy credit scheme since South Korea ended its national feed-in tariff system in December 2011.
