Joint Meeting Fails to Agree on Compliance Mechanism for Stockholm, Rotterdam Pacts

The first joint meeting of parties to the Basel, Rotterdam, and Stockholm conventions on the production and trade of hazardous chemicals and waste ended on a sour note late May 10 after delegates were unable to agree on new compliance mechanisms for two of the conventions. Participants in the two-week meeting were unable to reach consensus on either a compromise draft text from Osvaldo Alvarez, president of the Stockholm Convention on persistent organic pollutants (POPs), establishing compliance mechanisms under that convention or a similar draft text from Alvarez related to the Rotterdam Convention on prior informed consent (PIC) procedure for trade in hazardous chemicals and pesticides.
