The new finance minister of China has said reforms of the country's financial and tax systems could include the introduction of resource taxes such as a carbon tax, according to a report appearing March 25 on the website for the Climate Change Department of the National Development and Reform Commission. Minister Lou Jiwei, who was appointed to his post during the National People's Congress meetings that ended March 17 in Beijing, made his comments at a recent China Development Forum, the report said. Lou said that "China's energy prices are still too low, there is waste of energy and a lack of energy efficiency in the power sector," and that a resource tax could help create a fairer price that takes into account environmental impacts from the energy sector.
