German States Pursuing Climate Change Legislation in Face of Federal Inaction

German states are pursuing climate change legislation and leading the way on green goals because the federal government is failing to do so, according to environmental advocates, with lawmakers in the western state of North Rhine-Westphalia being the most recent to act. "There is a lot of pressure from the states" to act on climate change, Dirk Jansen, press director for the environmental group BUND in North Rhine-Westphalia, told BNA. "The states are very progressive but on the federal level there is no progress. That is the contradiction here in Germany."
