France to Phase in Ban on Perchloroethyiene Use by Dry Cleaners Beginning in 2013

Dry-cleaning facilities located near residential areas in France will be prohibited from installing new machines using the solvent perchloroethyiene as of March 1, 2013, under a decree signed Dec. 5 by Minister of Ecology, Sustainable Development, and Energy, Delphine Batho.The decree, which partly draws on a measure originally proposed in April, also phases out use of perchloroethyiene in existing facilities located near inhabited areas until a total ban on the substance takes effect in 2022.
