EU Leaders Agree to 40 Percent Emissions Cut by 2030 in Blueprint on Climate, Energy

The presidents and prime ministers of the European Union's 28 member countries agreed Oct. 24 on a blueprint to guide the bloc's climate and energy policy through 2030, centered around a binding target of at least a 40 percent reduction in greenhouse gas emissions relative to 1990. The blueprint, agreed to by EU leaders at a summit in Brussels, was broadly in line with proposals put forward in January by the European Commission, the EU's executive arm, but added a number of elements on energy efficiency and the interconnection of the power grids of EU member states.
