Officials in Russia's Komi Republic have agreed to address systemic oil spills in the Arctic region by increasing potential fines and liability for oil companies and stopping the prolonged use of aging and potentially faulty pipelines. The agreement comes after members of Greenpeace International and the local environmental group Save Pechora Committee presented evidence Aug. 19 of more than 100 oil spills to the Ministry of Natural Resources and Environment of Komi, oil company representatives and local enforcement officials. They also offered a 17-point plan for modernizing regional and federal laws to address the problem of oil spills.
