House Passes Bill to Expedite Cross-Border Energy Projects Despite Obama Veto Threat

Ignoring a White House veto threat, the House passed a bill June 24 to eliminate the need for presidential permits to construct energy projects that would cross the U.S. border with Canada or Mexico. The Republican-sponsored bill (H.R. 3301), the North American Energy Infrastructure Act, is not expected to be taken up by the Democratic-controlled Senate. The measure would require federal agencies to issue a "certificate of crossing" within 120 days after completion of a final environmental review, unless the project would not be in the public interest.
