摘要

Before opting for carbon taxes or other policies that place a price on carbon, countries should consider how those new measures will complement existing energy policies-from energy efficiency requirements to renewable energy incentives-that also work to curb greenhouse gas emissions, according to an International Energy Agency report released Dec. 5. Carbon pricing should be implemented in a way that avoids duplicating existing energy policies-such as subsidies and tax credits that encourage more development of solar and other renewable energy technologies-because duplication can unnecessarily raise energy costs and increase investment uncertainty, according to the IEA report, "Managing Interactions Between Carbon Pricing and Existing Energy Policies: Guidance for Policymakers."
