Brazilian states are no longer required to tax solar power or other renewable energy that homeowners and small businesses generate, the National Economic Policy Council ruled-a decision that will encourage small-scale solar power growth, industry experts told Bloomberg BNA. The decision (No. 16/2015), effective April 27, allows states to eliminate ICMS taxes, a value-added tax on commercial goods levied on renewable electricity generated by homeowners and small businesses, 93 percent of which is produced by solar photovoltaic rooftop systems. The decision is linked to a 2012 resolution by Brazil's energy regulator Aneel that allowed homeowners and small businesses that generate electricity from renewable sources to supply it to the electricity grid for credit (35 INER 403, 4/25/12).
