British Columbia Proposes Amendment To Address Oil Spill Prevention, Cleanup

British Columbia announced plans to amend its Environmental Management Act to address spill prevention and cleanup at sea and on land, among the province's conditions for approval of heavy oil pipelines through the jurisdiction. The regulatory regime and penalties have yet to be created, but Environment Minister Mary Polak said Feb. 29 she hopes the legislation would be in effect some time in early 2017. "This takes us into requirements around planning, around prevention, not just around cleanup, but also restoration and reclamation," Polak said, introducing the measure. The governing Liberal Party has a parliamentary majority, meaning the changes are assured approval.
