The title of this book is provocative but could be even more so. The book is essentially an indictment of the lack of public leadership in Australia in relation to the power generation and defence industries, a problem that could get worse with the increasing global clamour over climate change. The book does not dwell on past policy failures. It provides a brilliant and stimulating collection of essays by a group of authoritative contributors from the power generation and defence industries in Australia. For other countries, it provides a compelling case study as to how lack of leadership and policy failure can hold back technological innovation. The subtitle, Starting with Submarines?, might, to some extent, detract from the overall message the contributors were endeavouring to send by tying the wider message to a narrower issue. Only three chapters were, in fact, devoted to Australia's submarine project.
