摘要

In June 2013, the United Kingdom Onshore Operators Group (UKOOG) published a Community Engagement Charter committing its members to working in various ways with local communities affected by onshore oil and gas industry activity. Among the more eye-catching elements of the charter were the promises to provide "benefits to local communities at the exploration / appraisal stage of £100,000 per well site where hydraulic fracturing takes place"; and "a share of proceeds at production stage of 1% of revenues, allocated approximately 2/3 to the local community and 1/3 at the county level".
