The British Government has just published the independent review into the cost of energy in the UK that it commissioned in August. It makes fascinating reading. Its author is the eminent Oxford Professor of Energy and Economic Policy, Dieter Helm CBE. It sets out his proposals for reducing costs in the power system in the long-term, whilst maintaining security of supply and ensuring that the UK's climate change targets are met. Prepared at speed-which Dieter Helm welcomed, as it absolved him from the need to establish any "new facts"-it is very much a personal study, drawing on his perhaps unrivalled grasp of the workings of this country's power markets. It describes a new world which "stands on their head" the assumptions on which the industry is currently structured.
