Debating about SNI, the Mexican Federal Government system to incentive "productive scientists", sheds light on important and controversial aspects of science evaluation. Both sides in the debate, Ricker, Hernandez and Daly (RHD), and Williams and Aluja (WA) agree in that the SNI, created in 1984, provided a major incentive for Mexican scientists to publish their research regularly, and in international journals.
