In the wake of real or imagined US intelligence failures there is no shortage of individuals and groups who offer explanations of why no warning - whether ofrnforeign regime change or of impending attack - was provided. Most also offer a number, sometimes a large number, of recommendations that they believe will significantly reduce the probability of future failures. In some instances, the groups involved in such efforts involve presidential-congressional commissions, most recently the National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) and the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (the Silberman-Robb commission).
