Governmental stability has been a challenge in papua new guinea since the country gained independence in 1975. Not one administration has managed to carry out its entire five-year term, largely because of the volatility of provincial and tribal politics. But finally, thanks to reforms begun during the last government and being implemented today, the administration of Prime Minister Michael Somare is expected to be the first to complete a full term. "There is a new and real difference in the makeup of the current Parliament and cabinet, with younger, more educated people who are bringing a sharper focus to issues," says Felecia Dobunaba, the director general of the central agencies coordination committee secretariat, within the National Executive Council, in Port Moresby. "Reforms have been implemented, and are continuing to address key areas such as corruption, finance, good governance and the judicial system," she says.
