Kazakhstan, a long-obscure part of the former Soviet Union, is looking forward to stunning growth as it taps its vast energy resources. Contracts already signed with three consortia of international oil companies in the North Caspian region virtually guarantee that within a decade and for the next 30 years or so, this semi-desert nation the size of Western Europe will enjoy nearly the same ratio of oil revenues to population as Saudi Arabia. In addition, Kazakhstan is endowed with huge reserves of copper, iron, uranium and other valuable metals, the value of whose exports was only recently overtaken by those of its oil exports.
