A new RAND study of the Air Force's training range investment plan found that funding advanced capability upgrades would have a greater effect on readiness if the service also re-stationed certain fighter squadrons to provide greater access to high-end ranges. The study, which focused on advanced training access for fighter squadrons, considered options for coupling range upgrades with squadron relocations or consolidations that would increase the effectiveness of Air Force flight training. While more information is needed on the service's future training requirements and basing plans to make specific recommendations, RAND found that because fifth-generation aircraft have the greatest need for advanced training capabilities, prioritizing access for F-22s and F-35s should be a factor in the Air Force's plans.
