The Pentagon is urging Congress to drop opposition to its request for new authority to shift defense articles to Iraq, Afghanistan, and Pakistan as part of the Iraq drawdown.rnThe Defense Department lays out its arguments in a Sept. 10 appeals package, which also lobbies lawmakers to curb proposed restrictions on counterinsurgency aid to Pakistan, among other issues.rnEarlier this year, the Obama administration requested the authority for Defense Secretary Robert Gates to transfer defense articles in Iraq and up to $750 million (the replacement value of non-excess defense articles currently in Iraq) to the governments of Iraq, Afghanistan, and Pakistan as part of the drawdown.
