The Pentagon has revised guidelines for how service contracts are reviewed after department officials identified flaws in the current process, including concerns over contract length, program oversight and robust competition, according to a recent department memorandum.rnThe Government Accountability Office helped inspire the new "tenets" since the current service acquisition process was identified as high risk, states the Feb. 18 memo signed by Shay Assad, the director of defense procurement. It was sent to certain combatant command chiefs, service secretaries and defense agency directors.rnThe GAO reviews and reports on federal programs it labels high risk due to their vulnerabilities to waste, fraud, abuse and mismanagement.rnThe Defense Department is the largest purchasing organization in the world, obligating more than $396 billion to contract for services, supplies and systems during fiscal year 2008, the memo states. More than 50 percent of those dollars was spent on the acquisition of services, it adds.
