DOD Advisers Urge New Focus on Surprising, Deceiving Enemies

Defense and intelligence leaders should boost the government's ability to develop campaigns of deception aimed at visiting the element of surprise upon America's adversaries, according to a group of Pentagon advisers.rnThe recommendation appears in a newly released follow-on report to the Defense Science Board's "Capability Surprise" study, published last fall. While the first volume focused almost exclusively on steps Pentagon leaders should take to avoid being surprised by enemy capabilities and tactics, the second volume of "supporting papers" also discusses the requirement for the U.S. government to create surprises of its own.
