Pentagon acquisition chief Ashton Carter last month approved Army plans to move forward with the first phase of the brigade combat team modernization effort despite serious concerns about the network and other elements, according to his Dec. 24 acquisition decision memorandum on the program.rnThe ADM approves low-rate initial production of one brigade set because of the importance of the equipment to the warfighter, though it also calls for two interim Defense Acquisition Board reviews in 2010 as well as additional reporting requirements.
