The Pentagon is struggling to determine how to transfer U.S. Special Operations Command funding from the overseas contingency budget to the base budget in light of the current fiscal environment, a senior Defense Department official recently told lawmakers. "As the department's topline continues to decrease, finding the resources to transfer USSOCOM's OCO requirements to the base budget remains particularly challenging," Michael Sheehan, assistant secretary of defense for special operations and low-intensity conflict, wrote in a June 3 letter to Congress.
