Defense acquisition chief Frank Kendall this week set a series of goals aimed at bolstering the acquisition workforce's ability to set up and administer performance-based logistics contracts, which officials believe have the potential to bring about substantial savings in equipment maintenance.rnBy July 1, a "comprehensive guidance document" covering PBL is due to the Business Senior Integration Group, which Kendall chairs, according to an April 24 implementation directive for the November 2012 Better Buying Power 2.0 initiative. The guidance, to be crafted by the assistant secretary of defense for logistics and materiel readiness, will "assist the services to adopt and expand PBL, as applicable, for all weapon system programs," the implementation directive states.
