The Pentagon believes that it is possible to establish a transfer account for training, manning and equipping the cyber mission force, but does not think it is an advisable move at this time, according to a recent report to lawmakers. The April 1 report, signed by Eric Rosenbach, the principal cyber adviser to the defense secretary, said that establishing this transfer account would require "significant overhead resources," and would not be worth the investment. "Since there are dedicated program elements already established in the [future years defense program] that capture funding for the training, manning and equipping of the CMFs, the cost of the additional overhead required to manage a transfer fund is not justifiable for the minimal gain in visibility," the report states.
