GAO finds DOD sacrificed readiness in rush to build-up Cyber Mission Force

U.S. Cyber Mission Force teams have "generally low" readiness levels, as senior Defense Department leaders prioritized completing the build-up of the force to meet a self-imposed deadline rather than sufficiently training the teams, according to the Government Accountability Office. U.S. Cyber Command and the military services have made strides in the development of consistent training standards and standard operating procedures for readiness reporting, as well as establishing a series of foundational training courses for the CMF, according to a report released by GAO today. CYBERCOM currently has 133 CMF teams under its command. "However, many of the teams that have been built are not yet fully trained and, according to agency officials, have 'generally low' readiness levels," the GAO report states. The CMF, comprising some 6,200 personnel, reached full operational capability last May, ahead of the Oct. 1, 2018 deadline DOD officials had set years earlier. However, in rushing to meet that deadline, DOD officials prioritized filling out the teams rather than sufficiently training personnel, according to GAO.
