Industry organization criticizes proposed IR&D rule as 'unnecessary barrier'

A group of industry associations has sent a letter to the Pentagon opposing a proposed rule meant to prevent companies from using allowable independent research and development expenses to win contracts. The letter, sent by the Council of Defense and Space Industry Associations (CODSIA) on Jan. 2, lashes out at a rule proposed in November. The rule would apply to major defense acquisition programs and major automated information systems in a development phase, according to the Federal Register notice.
