Pentagon acquisition chief Ellen Lord today revealed a series of new reforms and initiatives aimed at blocking China's influence on the U.S. defense industrial base, including the establishment of a new congressionally directed intellectual property regime. Lord, in a press conference at the Pentagon, said the new "cadre" of intellectual property experts will be up and running by October. "They will develop DOD policy within the whole-of-government effort to address concerns on data rights," she said. "My experience says that typically we have problems with intellectual property when we don't clearly define what is owned by industry and what will be owned by government at the outset of a program."
