San Diego-basednSempra said the agreements “bind the parties to fund all developmentnexpenses,” including design, permitting and engineering,nas well as to negotiate 20-year tolling agreements, basednon agreed-upon terms outlined in the commercial developmentnagreements. Each tolling agreement would be for 4 millionnmt/year. Negotiations with other parties for the export of thenremaining 4 million mt/year of liquefaction capacity are continuing,nSempra added.
