Changes to the joint operating agreement between Southwest Power Pool and Midcontinent Independent System Operator will take effect March 30 to better coordinate and ensure grid reliability when generators within one region are controlled and dispatched by the neighboring region through a pseudo-tie. Pseudo-ties allow control of a generating unit or load to be transferred in real-time from the “native” balancing authority where the unit or load is physically located to an “attaining” BA in a different location. The changes focus on incorporating standard definitions, rules and responsibilities into the JOA, and make clear each grid operator’s duties in administering pseudo-ties. They aim to ensure coordinated, reliable and efficient operation of the transmission system along the MISO-SPP seam. The Federal Energy Regulatory Commission Thursday approved SPP and MISO’s January filings (ER20-904, ER20-905) addressing modeling, interchange schedules and general pseudo-tie coordination. SPP and MISO previously said the JOA revisions are intended to “provide greater clarity on the roles between the two [regional transmission organizations] and the specific actions that should or may be taken to ensure reliability.”
