Power producers ask FERC to make MISO comply with capacity market rule

A group of power producers on Monday asked the Federal EnergyRegulatory Commission to order the Midcontinent Independent SystemOperator to abide by its own rule requiring all capacity resourcescounted in the planning reserve margin requirement to be “fullydeliverable,” before the next Planning Resource Auction.“The seriousness of this issue is evident in the historically low[capacity] reserve margins that MISO is experiencing,” said thecomplaint filed by the Coalition of Midwest Power Producers (EL19-28).“Requiring compliance with the Tariff for the upcoming PRA (as well asall auctions) is essential both to maintaining reliability and to ensuringrates are just and reasonable, and not unduly discriminatory.”COMPP encompasses Vistra Energy, Main Line Generation andMidland Cogeneration Venture Limited Partnership.
