It was reported that Undersecretary of State Robert Hormats indicated that he did not believe it suited China's long-term interests if the country wanted to attract investment and develop international markets (Wan, April 9, 2013). "Cyber warfare" overall describes the nonstate hackers, for example, Russia, China, and the Middle East, and organized criminal efforts in cyber space, and the U.S. attempts to implement an active defense for cyber.
