New research shows a dramatic reduction in the number of maritime casualties over the past 25 years. But how much can this be attributed to the plethora of new regulations introduced over the period? Project co-ordinator Dr Nikos Mikelis discusses the work. FOR some time the shipping industry has felt a burden of over-regulation. Operators of ships struggle to keep up with what they see as a relentless stream of new requirements which invariably necessitate the procurement of new and sometimes untested equipment, the incremental training of seagoing personnel with all the difficulties this entails, the introduction of new operational procedures, and new shipboard manuals.
