Various studies of specific absorption rates (SARs) using liquid phantoms imitating human body tissues have been widely carried out in electromagnetic compatibility (EMC) research fields. In order to establish the accurate SAR for the measurement, a faithful mock of the human body tissue is needed. Therefore, knowledge of the accurate measurement of sample materials with high-permittivity and high-loss is very important. In this study, the complex permittivity of a liquid phantom material is measured by the open ended cut-off circular waveguide reflection method. The effectiveness of the presented method of measuring a liquid phantom with high-permittivity and high-loss is also confirmed by comparing the measured results with the results obtained by the TM_(010) circular cavity resonator method.%近年電磁波による人体影響が懸念されており、この影響を調べる基礎検討として液体ファントムの複素誘電率を測定する研究等が行われている。本研究では充填時の液漏れの影響を軽減することを目的として同軸給電による終端を開放した遮断円筒導波管を用いた反射波法により、まず水道水、エタノール、メタノールおよびイソプロピルアルコールの複素誘電率の測定を行い、円筒空洞共振器による結果と比較して両者が良好に一致することを確認した。その際、終端部の条件および挿入長による入力インピーダンスへの影響ついても検討を行った。そして、これらの基礎検討をもとに0.5~3.0GHzの周波数帯において水道水、エタノールおよびメタノールの複素誘電率を測定した。その結果、各種の高損失な液体材料の複素誘電率の周波数特性を把握することが出来た。
