New security rules have special implications for global development policy. Their effects on air transport need to be addressed in light of the industry's unique contribution to the growth of world trade. Finely timed air cargo operations, already an essential factor in the operation of worldwide advanced business systems, have also become a core element in Third World participation in global markets. They have opened up entirely new export prospects for premium fruit, vegetables and flowers; they ensure the timely and reliable supply of plant construction items and spare parts; and they collect and deliver urgent documents and high-value developing country exports such as industrial and gemstone diamonds.
