ICAO reviewing in-flight emergency response procedures for air traffic controllers

With the advent of new forms of unlawful interference, ICAO is developing more detailed procedures for air traffic controllers who must respond to in-flight emergencies such as hijackings, as well as additional guidance material for managing the extreme situations that threaten civil aviation today. Recent events, notably the suicidal hijackings of several U.S. aircraft on 11 September 2001 and, more recently, the suicide bombings of two Russian civil airliners, have emphasized how vulnerable flight crews, passengers and persons on the ground are to acts of terrorism committed on aircraft.
