It has been more than two years since the new Traffic Control Center began operations and the new system is demonstrating its effectiveness. For example, the number of traffic accidents involving fatalities and the occurrence of congestion within the area under the jurisdiction of the MPD are showing a downward trend. However, the number of traffic accidents is still high and congestion is still a common problem. The MPD is striving to use the functions of the new Advanced Traffic Control System to their fullest advantage and intends to improve the signal control method further and enhance traffic information services. There was congestion immediately following the Hanshin and Awaji earthquake in 1995 and also during reconstruction in that area. Attention is again being given to the importance of traffic control during urban disasters. Using its valuable experience in this field, the MPD is tackling this situation with urgency by promoting various systems including a system for dealing with conditions after an earthquake, a system for handling traffic pollution and control of demand for access by public transport.
