FIGHTING TRAFFIC CONGESTION: AN AGENDA FOR THE FUTURE

The Road Transport Research (RTR) Programme of the Organisation for Economic Co-operation and Development (OECD) provides a forum for joint international traffic studies. For over 25 years, OECD Committees and Expert Groups have considered key issues of traffic flow theory and practice. The authors list relevant OECD/RTR transport research projects undertaken during the past 10 years. The article centres on practical approaches and policies towards congestion attenuation based mainly on an OECD Report "congestion control and demand management" accomplished in 1994. A classification of traffic congestion measures is provided and grouped into demand-side and supply-side measures. The need for comprehensive programmes of congestion management is stressed and the current status of pricing techniques in congestion relief is outlined. Future initiatives tapping the benefit of intermodal coordination, the potential of urban logistics and focused economic congestion measures should be useful.
